WELCOME to the INDEPENDENT CONSUMER & COMPETITION COMMISSION (ICCC). I am Thomas Abe, the first fulltime Commissioner of ICCC.

ICCC is Papua New Guinea’s new premier economic regulator and consumer watchdog. On this site you will find useful information about the types of work the Commission does, background of its establishment, its role, functions, powers, objectives and more.

You will also find information about our Corporate Plan and Priorities for the three years- 2005 to 2007.

You will note different approving authorities, titles and logos used in some of the documents such as the determinations under 'public register'. The reason for this is that prior to the appointment of Commissioners in March 2004 by the Appointments Committee, I was appointed Acting General Manager in October 2002 by the Minister for Treasury, Hon. Bart Philemon MP, exercising his powers conferred on him by Section 17 of the ICCC Act, pending the appointment of first permanent Commissioners. As the Acting General Manager, my task then was to set up the ICCC organization during the transitional period. I was subsequently appointed full time Acting Commissioner together with two other part time Associate Commissioners in March 2004. I was confirmed on my position after 12 months, for a five year period.

At the first Commissioners' meeting held on 19 May 2004 one of the items approved was the Commission’s distinct logo to replace the National Crest that was used during the 'transitional period.'
