Licensing of Electricity Undertakers

The Commission is responsible for issuing four (4) general industry licences. These include generation, transmission, distribution and retail licence. Under the current arrangement, PNG Power holds monopoly Retail Transmission Sector while the generation and distribution sector are contestable.

The Commission under the Electricity Industry Act has issued Electricity Undertakers licence to PNG Sustainable Energy Limited (PNGSEL) and PNG Forest Products Limited (PNGFPL). PNGSEL currently hold a generation, distribution and retail licence and only operates in designated locations (as indicated in each licence) in Western Province.

PNGFPL has been issued a generation licence to supply power to PNG Power under a Power Purchase Agreement (PPA). This PPA is under the arrangement of PNG Power and PNGFPL.
