Our Priorities

GOAL 1: PROMOTE COMPETITION AND REMEDY MARKET FAILURE

Strategies

1.1 Develop new competition provision for the ICCC Act with a particular focus to make pre-merger notification mandatory in order to prevent changes in market structures that substantially lessen competition in the markets.
   
1.2 Develop new merger review and authorization processes and systems to improve our efficiency and provide clear guidance to merger parties, authorization applicants and market participants.
   
1.3 Introduce a Leniency Program to encourage and protect whistle blowers to inform the Commission about their anti-competitive dealings and arrangements with competing business.
   
1.4 Identify highly concentrated industries and undertake targeted market studies with the aim to introduce competition.
   
1.5 Investigate potential anti-competitive arrangements and behavior and take corrective measures consistent with the ICCC Act and or actions through the Courts.
   
1.6 Expand and strengthen working relationship with international competition and authorities and bodies.

 

GOAL 2: EFFECTIVELY REGULATE DECLARED ENTITIES, INDUSTRIES AND PRICES OF GOODS AND SERVICES

Strategies

2.1 Initiate productivity reviews into highly concentrated and efficient industries with the aim to establish the level of competition (if any) and recommend appropriate form of regulation based on international best practice.
   
2.2 Effectively monitor key price determinants in the global and regional markets that impact on the Commission's price determination of regulated goods and services.
   
2.3 Respond to Government's request to undertake reviews into industries in highly concentrated and new deregulated markets with a view to provide Government with practical recommendation for evidence based policy options.
   
2.4 Conduct timely reviews of regulated entities' regulatory contracts and price orders with a view to ensure efficiency gains are passed on to business and consumers and prices of utilities are fair and just.
   
2.5 Identify and develop appropriate regulatory tools such as standards, codes and regulations to foster competitive markets and promote consumer interest in concentrated markets.
   
2.6 Proactively monitor and enforce price orders, licensing, technical and minimum service standards requirements in regulated entities to ensure compliance of regulatory contracts and ICCC price determinations.

 

GOAL 3: PROTECT THE SAFETY AND INTERESTS OF CONSUMERS

Strategies

3.1 Improve our work practices to enable us to deliver results consistent with our consumer protection and enforcement initiatives and consumer protection best practice.
   
3.2 Undertake an active program of strong and managed partnerships with a broad range of domestic stakeholders that can assist us deliver outcomes that impact favorably on consumer welfare.
   
3.3 Build relationships with international regulatory agencies to leverage their experience in our consumer protection and enforcement activities.
   
3.4 Identify and implement regional consumer product safety enforcement approaches to minimize the risk of injury and death form hazards in consumer products.
   
3.5 Undertake timely inspection of consumer protection issues and investigation into consumer complaints to ensure redress on behalf of consumers or take corrective measures consistent with the ICCC Act or actions through the Courts.

 

GOAL 4: INCREASE OUR LEGAL AND ADMINISTRATION EFFECTIVENESS

Strategies

4.1 Strengthen our legal and financial administration services to increase our capability to effectively support our core business of promoting and safeguarding competition, protecting consumers' interest and regulating declared industries, entities and goods and services.
   
4.2 Develop our financial, human resource administration and legal capabilities, knowledge and network through well trained and resourced staff.
   
4.3 Develop our precedence in case management, litigations and effective management of contracts (Retainer Agreements) when outsourcing cases to external firms.
   
4.4 Manage our finances effectively and maintain our commitment as a prudently managed and compliant agent of PNG laws.
   
4.5 Monitor the relevance and effectiveness of our laws and recommend appropriate changes consistent with international best practice to ensure these are responsive to our country's developing need; to enhance competition for the benefit of consumers.
   
4.6 Invest in operational systems, processes, management of Service Agreements and human resources to enhance our professionalism, capabilities and confidence to effectively and efficiently do our work.
