Telikom
Telikom PNG Limited (Telikom) is the state owned monopoly in the fixed telecommunications network services in Papua New Guinea. It therefore has the General Telecommunications Carrier licence to provide general telecommunications service in PNG in the form of voice and data communication through the unlimited use of technology and access services. The Minister for Treasury has declared the entity to be a regulated in 2002 and in accordance with Part III of the ICCC Act 2002. The Commission and Telikom are binded by a Telecommunications Regulatory Contract (RC) pursuant to provisions in the Telecommunications Act and the ICCC Act 2002.
Telikom is directly regulated under a price cap known as Maximum Average Price (MAP) which allows Telikom to charge below the MAP. Any charges above the MAP will be disallowed by the Commission inline with the RC.
The objective of regulating Telecommunications industry is to make sure that people in PNG have access to quality and affordable communication services from telecommunications suppliers by ensuring that the industry supplies quality telecommunications that meets the telecommunications needs of the people. This in essence mean that telecommunications services supplied is in accordance with the laws of the land.
There are other service providers in the industry that the Commission does not regulate due to the sufficiency of competition but ensures that the operators are providing services inline with their licences, codes or rules made under the Telecommunications Act or the ICCC Act.
