Telecommunications Industry

Telecommunication section within the Regulatory Affairs branch is responsible for economic regulation of the telecommunications industry in Papua New Guinea. The administration of the industry is derived under the Telecommunications Act 1996 and the ICCC Act 2002.

The Commission principally administers Telecommunications in PNG under the Telecommunications Act 1996 (Act) under an amendment to the Act called the Telecommunications Industry Act 2002 which gave power to the Commission to be the overall Telecommunications industry regulator. The amendment removed the powers of PANGTEL as the principal regulator but vested the Radio Spectrum Management under the Radio Spectrum Act 1996 and technical regulatory functions under the Act.

The Commission under the Act is required to issue the following licences;

  • General Telecommunications Carrier licence (GC)
  • Public Mobile Telecommunications licence (MC)
  • Value added services (Carrier grade & ISP grade)
  • Restricted General Carrier licence/Private Networks licence (RGC)
  • Cable Television licence (CATV)

So far, the there is one holder of GC licence, three (3) holders of MC licence, sixteen (16) holders of VAS, two (2) holders of RGC licence and more than thirty (30) holders of CATV licence. One holder of MC licence has gone into receivership and one RGC licensee has requested its licence to be revoked.
